I’d especially like to highlight the document titled PMR-APR Crosswalk, which outlines the equations used for each Essential Requirement. For example, the Parent Educator to Supervisor Ratio is calculated by dividing the number of parent educators by the Supervisor Full-Time Equivalency (FTE). Here’s how that breaks down:
- Supervisor FTE: is calculated by taking the response to I.D.1. for Average Supervisor Hours Per Week and dividing it by 40 hours. This APR item includes the hours spent by all people in supervisory roles on PAT-specific tasks. So, for instance, if an affiliate had one full-time PAT supervisor, who didn’t carry a caseload, and worked 40 hours as a PAT supervisor, then it would do 40/40= 1 Supervisor FTE. If an affiliate spends less than 40 hours of time dedicated to supervisor responsibilities, this will count as less than 1 Supervisor FTE. On the other hand if they had say two supervisors and 1 lead PE that spent combined 75 hours on PAT Supervisory Activities then it would be 75/40=1.9 Supervisor FTE.
- Parent Educators are reported as the total number at the end of the program year (including supervisors with caseloads).
- The PMR then takes, the number of parent educators divided by the Supervisor FTE to get the ratio
- Example: 2 PEs and 0.5 Supervisor FTE would be 2 divided by 0.5 = Ratio of 4.
Regarding your second question—“How does an affiliate change this if it is off?”—they can update their response directly in the APR Portal. The supervisory hours item is not included in the Visit Tracker APR Transfer, so all affiliates must enter this information manually in the APR Portal. If they need to make a correction, the affiliate can go back in through the APR Portal and edit their previously submitted response. However, if they’ve already marked their APR as “Ready for Review” status, you’ll need to Return the APR to the affiliate through your State Office APR Portal before they can make any changes.
